All vehicles able to be moved out of the way of oncoming traffic should be. People should remain in their vehicles so long as the vehicles are safe to be in. Flares or flashers should be used to alert other drivers to the scene so that they can avoid becoming entangled in the crash. It is at this point that drivers should exchange their necessary information.
